Bershar

Bershar was the son of First Citizen Hower on the planet Obsidian. As a child he was identified by a therapist as being "at risk" for the violent kinds of behaviors that the Pyroans of Obsidian had completely quelled in their culture.

As an adult, Bershar was less than committed to these ideals -- and believed that the Pyroans needed power if they were to survive in the tumultuous political climate of the galaxy. To that end, he negotiated with Servalan to gain control of the Liberator. He gave Dayna Mellanby and Del Tarrant over to Mori -- but refused to allow them to be killed.

In response to Bershar's actions, Hower ordered him to be killed with a lethal dose of anaesthetic vapor.
