Belkov was a devious representative of the Terran Federation on the planet Mecron II and supervised the extraction of Feldon crystals from the planet. He enjoyed elaborate games and schemes, many of which were controlled by his specially constructed computer Gambit.
Before mining operations on the planet could begin, Belkov had to overcome the high priests of the native culture that he had been sent by their gods to claim the crystals for himself. To accomplish this, he wore a necklace made of Feldon crystals and anyone else who wore the necklace was shot by an automated laser rifle.
Later, when his schemes were falling apart on Mecron II, he asked Kerr Avon to rescue him from the Federation. At the same time, he orchestrated a deal with Servalan and trapped Dayna Mellanby, Del Tarrant, and Gerren beneath the launch area for spaceships. When both of these plans fell apart, he attempted to lure the Scorpio in the Cygnus XL black hole. This too failed, and Belkov seemed to disappear into the black hole in his own ship, Alpha-3.
