The Skagarans were a humanoid species, at one time called "Skags" in an extremely derogatory manner. They were visually distinctive from humans only because of red protrusions above each eye, in front of each ear, and on their throats. Skagarans were resistant to the effects of alcohol, but were biologically similar enough to humans to produce fertile hybrid offspring without the need for medical intervention.
By Earth's 19th century, they had developed energy weapons and transporter technology. Unlike many other species, the skagarans were still using slave labor after they became warp capable. Skagaran colonies abducted members of other species to provide slave labor. One group of Skagarans attempted to abduct several thousand humans, dogs, cattle, and horses for this purpose in about 1863 CE -- however, the humans overthrew the Skagarans in a revolt led by Cooper Smith.

The humans in this particular colony took control over the Skagaran colony and kept the survivings Skagarans in an under-privileged ghetto they called "Skag Town." The Skagarans in this colony considered slavery a "great crime" by 3153 CE when they were encountered by the Enterprise NX-01.
Other Skagaran colonies similarly developed their own cultures independent of each other.
